Doctorow made a CBC podcast on this very topic: Who Broke The Internet -- Season 5 of Understood. I suspect the book is an expansion of the podcast material.

I listened to the first 10 minutes of the first episode and it was so on point that I had to halt it. My spouse will want to listen to this with me on our next road trip.

I think I allude to Doctorow's enshittification-of-the-internet theory about once a week these days. So depressingly true of so much.
