Attempting to thwart ticket scalpers, Billie Eilish is selling supposedly “untransferable” tickets for her new tour. 404 Media has the details on how these tickets can actually be transferred.

On the Nine Inch Nails "farewell" tour (over a decade ago) they combated scalpers by basically putting everyone on will-call. You could only buy a small number of tickets and the buyer had to show up with their photo ID and go in with their guests. IIRC this worked reasonably well beyond the extra check-in time hassle, but it's unclear if this would scale to Eilish's level.
