I work in international freight and we are seeing this sort of stuff daily. The type of freight we handle doesn’t tend to be consumer goods, like TVs or shoes, so often the seal has been cut off when we go to recover the container from the railyard, but nobody ended up pilfering the cargo. Obv people shouldn’t steal, but this is largely due to negligence on the UP and BNSF’s part; they don’t care and have no incentive to. They’re a duopoly, so importers have to use them if they’re bringing cargo eastbound by rail.
