Hmm the Philippines is home to a large number of mobile users and here you can get your sim card unlocked (when the sim card is locked due to forgetten PINs/PUKs), your phone open-lined (released from a particular carrier), upgraded (OS changed, backlight changed, etc.) and more at many corner shops. This also makes it easy for people to steal phones and simply make them "open line" and "unlocked" so that they can sell it on the street...

Note: Unlocking your phone maybe illegal in some states/countries...
